Scenario note on the twelfth part of the second session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action

I. Introduction
1. In accordance with its agreed work programme, the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) will resume its work at the twelfth and final part of its second session, to be held in Paris, France.
2. At the closure of ADP 2.11 held in Bonn, Germany from 19 to 23 October 2015, Parties agreed to forward to ADP 2.12 the outcome of their work contained in the draft Paris agreement and accompanying draft decision on workstream 1 and workstream 2 dated 23 October 2015. Parties also agreed to request the secretariat to prepare “a technical paper, which should identify closely related paragraphs and duplications within sections, and possible areas for streamlining.” Parties made clear that this effort by the secretariat was to be an editorial exercise to clean up the text without changing its content. In addition, Parties requested that the secretariat perform light editing of the non-paper. 3. The Co-Chairs and representatives of the COP 20 and COP 21 presidencies will together undertake presessional consultations between 25 and 28 November 2015 on the completion of work under the Durban Platform and the completion and adoption of the Paris outcomes. In addition, the Co-Chairs will meet with anyinterested Party or group of Parties that requests to do so from 25 November to noon on 28 November.
4. An open-ended informal consultation with all Parties on the mode of work will be held at 6:30 p.m. on Saturday, 28 November at the UNESCO Headquarters in Paris. This informal meeting will be hosted jointly by the Co-Chairs and the incoming Presidency of COP 21.
